WSW Helps Treatment Communities of America to Shape Landmark Legislation and Champion Funding for Access to SUD Treatment

Since 2010, WSW has represented Treatment Communities of America (TCA), a major national association of over 650 nonprofit residential treatment providers. Our firm has been instrumental in establishing TCA as a leading voice in Washington’s policy and funding debates on addiction, ensuring that the frontline challenges seen by its members—particularly during the rise of the opioid crisis—are understood by elected officials and key decision-makers throughout the Executive Branch. This long-standing partnership has focused on securing a full continuum of care for individuals and families affected by substance use disorders.

Our collaboration has directly influenced the nation’s legislative response to the addiction crisis. WSW worked with TCA’s advocates to help Congress craft landmark laws, including the Comprehensive Addiction and Recovery Act (CARA) and the SUPPORT Act, which have enhanced the federal response to the opioid epidemic and expanded access to life-saving care.

Concurrently, we have successfully secured new and increasing federal funding for critical programs that form the safety net of community services, such as the Substance Use Prevention, Treatment, and Recovery Support Services Block Grant and State Opioid Response Grants. To achieve these policy and funding goals, WSW has designed and executed a comprehensive advocacy strategy. We have identified and engaged congressional champions to host a series of yearly briefings on critical treatment issues, from family-centered care to the Medicaid IMD exclusion. By engaging key caucuses and organizing an annual “Day on the Hill” that involves coordinating up to 60 meetings in a single day, we have consistently built awareness, broken down barriers to treatment, and mobilized bipartisan support for TCA’s legislative priorities.
